Civilian membership vacancies, for any cause, shall be filled by appointment in the same manner as the original appointment of any member of the commission which is now vacant. The Commission may remove any member of the commission at any time for malfeasance, non-feasance, removal from such city, or inability to serve, which removal shall be under the same rules of procedures as apply to removal of members of the police department of this city. Two civilian members of the commission shall constitute a quorum for the transaction of business.
