§ 33.39 PROMOTIONS; REQUIRED RANK; TIME OF SERVICE; ACTING RANK; RULES AND REGULATIONS TO BE FURNISHED TO DEPARTMENT MEMBERS; RULES AND REGULATIONS HAND BOOK; AMENDMENTS TO RULES AND REGULATIONS.
   (A)   Thereafter, all promotions to any rank shall be from the next immediate lower rank and provided that the person to be promoted shall have qualified in the time of service required by this chapter: provided, further, that a patrolman, shall have been a member of the police department for a period of not less than two years before he shall be eligible for the rank of sergeant; that a sergeant shall have been a member of the police department for a period of not less than four years before he shall be eligible for the rank of lieutenant; that a lieutenant shall have been a member of the police department for a period of not less than six years before he shall be eligible for the rank of captain; and that a captain shall have been a member of the police department for a period of not less than seven years before he shall be eligible for the rank of major: provided, further, that no acting rank shall exceed 90 day; except where an acting rank is created to fill a vacancy because of temporary illness of an officer who holds permanent rank and has not been placed on disability pay. In any event any acting rank shall be filled from the reinstatement list and then from the existing eligibility list for such rank to be filled. The commission shall adopt Rules and Regulations to govern filling the ranks and rank roll backs and roll ups.
   (B)   The Chief shall provide to each member of the department, and the commission, a rules and regulations hand book. The book shall contain: (a) Rules and regulations prescribed by the Vincennes Police Civil Service Merit Commission; (b) Rules and regulations prescribed by the Chief of Police; (c) Standard operating field procedures as prescribed by the Chief; (d) All written orders; (e) A table of contents, which is updated with each change, if needed. Any amendments to these rules and regulations shall be made by the authority which placed them in the rules and regulations hand book. The chief shall post a dated copy in a conspicuous place in the police station and give each member a copy, with a new table of contents, if needed. Amendments to the rules take effect after their adoption.
