(A) The commission may employ instructors who are not members of the police department of such city and the commission is authorized to purchase materials and equipment and allow other necessary expenditures for the purpose of instructing and testing applicants and members of the police department.
(B) The commission may employee other employees from time to time for the purpose of secretarial, legal, and other matters. The commission is authorized to purchase other supplies needed to carry out its function as necessary.
