§ 35.02 CLAIMS AGAINST CITY FOR WORK DONE OR PROPERTY FURNISHED TO CITY. 
   (A)   Claim verification. All claims against the city for work done or property furnished to the city shall be presented in writing, verified by the affidavit of the claimant or his duly authorized agent. Where no special contract has been entered into at the time of rendering the services or furnishing the property, the affidavit shall show that the price charged is just and reasonable and no more than the usual and customary price. Where the work is done or property furnished under contract, the affidavit shall state that the contract as to price, quality and kind has been fully complied with. All claims shall be fully and accurately itemized and shall show the items and prices thereof in detail.

   (B)   Claim certification. All claims, after verification as provided in division (A) of this section, shall be presented to the Common Council and shall be certified as correct by the Clerk-Treasurer or the head of the department for whose order the work was done or supplies furnished, except that payrolls need be certified only by the department head or secretary.
