No one expenditure in excess of $100 for machinery, materials, equipment or supplies shall be made or authorized by the superintendents, heads, directors or chiefs of any department or board unless or until the same shall be first presented to the Clerk-Treasurer on a “purchase order form” prescribed by the State Board of Accounts and the same approved by the Clerk-Treasurer.
