(A) Pursuant to the power set forth to communities by I.C. 36-1-3 (Home Rule) there is now established a fund to be at the disposal of the Vincennes Police Department for use by the department in Police Department drug enforcement activities.
(B) Said fund and the procedure governing same shall be established pursuant to I.C. 36-1-8-3 (Petty Cash Funds Authorized).
(C) Minimum documentation procedures are required and must be similar to either:
(1) "Guidelines for the Expenditure of Confidential Funds" published March 27, 1992, by the Indiana Criminal Justice Institute; or
(2) "Guidelines For Obtaining And Accounting For Confidential Funds Used In Support of Criminal Investigations", (Revised S.O.P.PR - INV-009), by the Indiana State Police Department.
