The revenues generated from the collection of fees and service charges from trash collection as provided for above, shall be deposited in a separate fund, expenditures from which shall be limited to cost associated with the collection and disposal of trash, recycling, and composting materials, education and the purchase of equipment necessary to provide such services to the residents and citizens of this community.
