No person shall dump, throw or place upon the ground any garbage, trash or refuse, or cause, allow or permit the same to be dumped, thrown or placed upon the ground; nor shall any person throw or deposit litter in or upon any street, sidewalk or other public place within the city, except in public receptacles, in authorized private receptacles or in official dumps or landfills.
