No person shall throw or deposit litter in any park within the city, except in acceptable litter receptacles. No person shall throw or deposit litter in any pond, lake, stream or any other body of water within the city. Where public litter receptacles are not provided, all litter shall be carried away from the park, or body of water, by the person or persons responsible for the presence of that litter.
