No person shall throw, deposit or accumulate litter on any private property within the city, whether owned by that person or not, except that the owner or person in control of the private property may maintain authorized private receptacle for collection, and in order that the litter will be prevented from being carried or deposited by the elements upon any street, sidewalk or upon other private property. In areas zoned Residential, containers shall not exceed one-half yard in size, hauler's vehicles shall not be greater than single axle, and pick-up shall not commence until 7:00 a.m.
