§ 53.022 EXEMPTED DISCHARGES AND CONNECTIONS.
   (A)   The following categories of non-stormwater discharges or flows are exempted from the requirements of this section:
      (1)   Drinking water line flushing;
      (2)   Landscape irrigation;
      (3)   Diverted streamflows;
      (4)   Rising groundwaters;
      (5)   Uncontaminated groundwater infiltration;
      (6)   Uncontaminated pumped groundwater;
      (7)   Discharges from potable water sources;
      (8)   Foundation drains;
      (9)   Air conditioning condensation;
      (10)   Uncontaminated Irrigation water;
      (11)   Springs;
      (12)   Water from crawl space pumps;
      (13)   Footing drains;
      (14)   Residential and commercial lawn watering;
      (15)   Individual residential car washing;
      (16)   Flows from riparian habitats and wetlands;
      (17)   Dechlorinated swimming pool discharges;
      (18)   Street wash water;
      (19)   Discharges from firefighting activities;
      (20)   Naturally introduced detritus (e.g. leaves and twigs).
   (B)   It shall be unlawful for any person to improperly dispose of any contaminant into the MS4. Contaminants include, but are not limited to the following:
      (1)   Trash or debris;
      (2)   Petroleum products, including but not limited to oil, gasoline, grease, fuel oil or hydraulic fluids;
      (3)   Antifreeze and other automotive products;
      (4)   Metals in either particulate or dissolved form;
      (5)   Flammable or explosive materials;
      (6)   Batteries of any kind;
      (7)   Paints, stains, resins, lacquers or varnishes;
      (8)   Pesticides, herbicides, or fertilizers;
      (9)   Steam cleaning wastes;
      (10)   Soaps, detergents or wastewater containing the like;
      (11)   Heated water;
      (12)   Animal waste, from domestic animals or from feeding lot operations;
      (13)   Leaking sanitary sewers and connections that have remained uncorrected for more than seven days;
      (14)   Recreational vehicle waste;
      (15)   Animal carcasses;
      (16)   Medical wastes;
      (17)   Collected lawn clippings, leaves or branches;
      (18)   Silt, sediment or gravel;
      (19)   Dyes;
      (20)   Washing of fresh concrete;
      (21)   Junk motor vehicles;
      (22)   Wastewater to storm drain system from the cleaning of gas stations, auto repair garages or other types of auto repair facilities;
      (23)   Wastewater to the storm drain system from mobile auto washing, steam cleaning, mobile carpet cleaning, and other mobile commercial and industrial operations;
      (24)   Discharge from the washing or rinsing of restaurant mats, roof vents, grease traps, garbage bins or cans in such a manner that causes non-stormwater to enter the storm drain system; and
      (25)   Any hazardous material or waste not listed above.
