Appeal of a notice of violation or a bill issued under this chapter shall be made in writing to the Vincennes Weed Appeals Board. The notice of appeal shall specifically state the reasons for the appeal and shall request to be placed on the Board's agenda for the purpose of contesting the notice of violation or the bill. Any such appeal notice must be made within three business days of the receipt of the notice to cut or receipt of the bill for abatement. Any notice of appeal received after that time shall be deemed denied. Appeals shall be sent to the offices of the Street and Sanitation Department for scheduling purposes. The Weed Appeal Board shall be comprised of the Vincennes Police Chief and the Vincennes Fire Chief; in the event that they are unavailable to hear the appeal, they shall designate an assistant to hear the appeal as soon as possible. Time is of the essence and appeals will be heard as quickly as possible in the City Council Chambers or such other place designated in the notice of hearing. All such appeals shall be heard on an informal basis with both sides permitted to present oral testimony, documentary evidence and witnesses on their behalf.
