No person who may have performed any work or caused or directed any work to be done, by which bricks, stone, timber, building materials, sand, dirt or any kind of litter shall have been placed in or upon any street, alley or sidewalk of the city, shall neglect to remove any and all obstructions to the free use of that street, alley or sidewalk within five days after the completion of the particular work which gave rise to those deposits.
