§ 97.031 VAULTS, GRATINGS OR DOORS ON SIDEWALKS; OWNER'S LIABILITY.
   No person shall permit any vault, grating or door in any sidewalk in front of the premises occupied by him to be or remain open without having the same guarded so as to prevent injury to persons and property, or to fail to keep that vault, grating or door in good and safe repair and condition or sufficiently strong to support any burden which may be placed thereon or pass over the same. Any grating or covering suffered to be out of repair and dangerous to travel is declared to be an obstruction and a nuisance and the Board of Public Works and Safety after five days notice may cause the same to be removed or may repair the same and charge the expense to the owner or occupant of the premises, which charge may be placed on the tax duplicate and collected as other taxes.
