No person owning, leasing or having control of any land in the city shall use or permit the same to be used as a location for a junkyard operation without first having applied for and received a permit therefor from the City Inspector and complying with the provisions of this chapter and applicable ordinances of the city. Payment in the amount of $25 shall be included with the application, and if the permit is issued, shall constitute the first annual permit fee. If the permit is refused, the fee shall be returned to the applicant.
