§ 113.05 STANDARDS OF OPERATION.
   In granting a building permit for the location and use of premises or land for a junkyard, the City Inspector shall require the following:
   (A)   The area to be occupied by the junkyard shall be located at a distance of at least 300 feet from any residential district.
   (B)   Every junkyard operation either shall be conducted wholly within a substantially constructed building or within an area which shall be surrounded completely on all sides by a building or buildings and a continuous solid fence except for entrances and exits (approved as to location by the City Plan Commission) constructed of brick, block, metal, concrete or wood and kept in repair. The fence shall be at least eight feet in height and shall be constructed at street corner intersections so as to permit adequate vision clearance on the street. The fence when constructed of wood shall be completely and uniformly painted.
   (C)   No junk shall be stored outside the enclosure fence, either on the property or in the public right-of-way.
   (D)   Every junkyard shall be conducted so as not to create as nuisance for reason of noise or disagreeable odors or fumes.
   (E)   The operator, owner or his employees of every junkyard may burn junk only after first obtaining a permit therefor from the City Inspector and only within an incinerator approved by the City Inspector, except that the City Inspector may permit the burning of certain types of junk outside an incinerator when such property is too large to accommodated therein. Standards established in the zoning code for general industrial uses for smoke density, fly ash, dust, odor, fumes, glare, vibration, noise and sound and parking, loading and unloading facilities shall apply to junkyards.
   (F)   All premises used as a junkyard shall be maintained in a clean, sanitary and neat condition so that rats, vermin and fire hazards shall be reduced to a minimum and the accumulation of anything not defined as junk, including waste foodstuffs and similar materials, shall not be permitted.
   (G)   The owner of any junkyard in the city shall keep or shall require the operator thereof to keep an up-to-date list of all purchases of junk, including the names and addresses of all persons selling junk to that owner or operator. The list shall date back at least one year at all times and shall be kept available to the police officers of the city, county and all other authorized police officers during all hours of business.
