Every pawnshop, pawnbroker and secondhand dealer shall keep a book in which shall be entered at the time of pledge or purchase every article purchased from any person for sale together with the name and address of the person from whom the article was purchased, and by whom the article is pledged. This book shall be opened for inspection by the police at any and all times.
