§ 114.03 COMPLAINTS; ACTION TO BE TAKEN.
   All complaints of alleged violations of the provisions of this chapter shall be made in writing to the City Clerk-Treasurer. Upon learning of violations of the provisions of this chapter, the City Clerk-Treasurer shall take the following action:
   (A)   If a license has been previously issued, the City Clerk-Treasurer shall insure that a hearing i conducted to determine the validity of all those complaints. After a hearing thereon, if the City Clerk-Treasurer should determine that the license shall be revoked, no refund of license or permit fee shall be due.
   (B)   If a license has not been previously issued, the City Clerk-Treasurer shall refer the matter to the City Attorney for proper action.
