Before any license as herein provided shall be issued for engaging in business as a transient merchant, as defined in § 116.15, upon public property, the applicant must obtain permission from the Board of Public Works and Safety for the use of that property. The Board of Public Works and Safety may require the applicant to provide proof of bodily injury and property damage liability insurance in an amount satisfactory to the Board.
