After denial of an initial or renewal application by the Building Inspector and the Common Council of the City of Vincennes, or suspension or revocation of a license by the Building Inspector, the applicant or licensee may seek prompt judicial review of such administrative action in any court of competent jurisdiction. The administrative action shall be promptly reviewed by the court.
