A person who operates or causes to be operated a sexually oriented business without a valid business license, or in violation of this chapter, is subject to a suit for injunction as well as prosecution or ordinance violations. Each day a sexually oriented business so operates is a separate offense or violation and shall carry a civil penalty not to exceed $2,500 per offense or violation.
