§ 151.35 ESTABLISHMENT; ORGANIZATION.
   (A)   There is hereby, established the Historic District Review Board. The Board of Review shall consist of five voting members. The voting members shall be appointed by the Mayor of the city, subject to the approval of the Common Council. In making appointments, the Mayor shall attempt to appoint individuals with professional credentials in the disciplines of architectural history, planning and historic preservation, to the extent that those professionals are available in the city. Members shall serve for an initial term of three years. Members shall be limited to serving their initial term and one consecutive additional three-year term. However, in order for terms to be staggered, the initial terms of members shall be as follows: one member appointed to a one-year term, one member appointed to a two-year term, and the balance of the members appointed to three-year terms.
   (B)   The Mayor may, with the approval of the Common Council appoint advisory members as the Common Council considers appropriate.
   (C)   The Historic District Review Board may act without the services of an administrator.
   (D)   Members of the Board shall serve without compensation but may be paid for reasonable expenses incurred in the performance of their duty.
   (E)   The Board shall elect from its membership a President, Vice-President and Secretary who shall serve for one year, and who may be re-elected no more than two one-year terms for the same position. The Board shall adopt rules for the transaction of its business not inconsistent with this chapter. The rules must include the time and place of regular meetings, and a procedure for the calling of special meetings. All meetings of the Board must be open to the public and a public record shall be kept of the Board's resolutions, proceedings and actions.
   (F)   The Board shall hold regular meetings, at least monthly, except when it has no business pending and then no less than quarterly.
   (G)   Each official of the city who has responsibility for building inspection, building permits, planning or zoning shall provide any technical, administrative and clerical assistance as may be requested by the Board.
