§ 154.03 STANDARDS; PERMITTED PLACEMENT.
   (A)   Mobile homes shall be permitted within the city only after receiving a special exception permit from the City Council. Special exception permit forms may be obtained from the office of the City Inspector. Fee for filing of special exception requests shall be $50.
   (B)   (1)   Any recreational vehicle that could be operated under its own power or can be towed behind another vehicle that is traditionally used for campground or other temporary location or recreational purposes shall be required to obtain a special exception permit for use within the city unless used at a properly zoned RV park or court.
      (2)   A special exception permit for any such recreational vehicle shall be for a temporary period of time. No owner of real property shall permit a recreational vehicle to be located on their property in use for either long- or short-term habitation.
      (3)   Any owner found in violation will receive a violation notice and have ten days to remove the recreational vehicle used for human habitation. Recreational vehicle moved to a different parcel within the city limits is still in violation under the ten day violation policy. The owner will be fined $250 per day for each day of violation.
      (4)   A special exception permit will be permissible if the property owner is temporarily living in such a recreational vehicle while actively doing repairs on their primary place of residence so long as the primary place of residence is located on or adjacent to the home of the permittee.
      (5)   Recreational vehicles within the city may not be powered by generators, extension cords, public power sources or be connected to sanatory sewers or public drinking water for purposes of full or part time habitation.
      (6)   Any recreational vehicle deemed unsafe or unfit for human habitation, dilapidated or detrimental to the neighborhood may be subject to condemnation and removal at owners’ expense.
