(A) All rental units and premises registered, inspected, or subject to exemption from inspection and found not to be in violation of the Rental Housing Code shall be issued an occupancy permit by the Rental Housing Officer at no charge. A permit is not required to rent a registered unit. However, units which do not meet minimum standards may be subject to penalties for noncompliance. Upon registration of a rental unit not previously registered, the Rental Housing Officer shall issue an occupancy permit which shall be in effect after inspection or exemption.
(B) The owners of rental units and premises found to be in violation of the Rental Housing Code shall be notified in writing of the reason for disapproval and the reasonable time period during which compliance with the Rental Housing Code is expected.
(C) At the end of the time period specified in the notice described in division (B), any rental unit or premises found to be in violation of the Rental Housing Code shall be reinspected by the Rental Housing Officer at the request of the owner or his agent after such owner or agent has effected those corrections and additions required by the city as a result of any previous inspection, and upon such reinspection such rental unit and premises shall be approved or disapproved for an occupancy permit. If reinspection is not requested by the owner or his agent at the end of the time period specified in the notice described in division (B), or upon reinspection the unit and premises is not approved, any occupancy permit shall be revoked.
(D) It shall be a violation of this subchapter for any owner to maintain a rental unit without an occupancy permit.
(E) Once issued, permits do not expire unless there is a change to ownership of the unit.
