(A) This chapter governs the siting of WECS and substations utilized for commercial and noncommercial use within the City of Villa Grove and the one and one-half mile area surrounding the city.
(B) The provisions of these regulations shall be held to the minimum requirements adopted for the promotion and preservation of public health, safety and general welfare of the city. These regulations are not intended to repeal, abrogate, annul or in any manner interfere with existing regulations or laws of the city nor conflict with any statutes of the State of Illinois, except that these regulations shall prevail in cases where these regulations impose a greater restriction than is provided by existing statutes, laws or regulations.
(C) Nothing in this chapter is intended to preempt any other applicable state or federal laws and/or regulations.
