For the purposes of this chapter, and the interpretation and enforcement thereof, the words, terms and phrases set forth below shall be these meanings respectively ascribed to them in this section as follows:
CITY. The City of Villa Grove, Illinois.
MOTOR VEHICLE. Every vehicle which is self-propelled, including, but not limited to automobiles, trucks, vans, motorcycles, and motor scooters.
OWNER OF RECORD. Collectively, the record title holder of the motor vehicle.
