§ 154.70  INSPECTION BY CITY ENGINEER; SUBDIVIDER TO PAY COST OF INSPEC- TION.
   (A)   All public improvements proposed to be made according to these regulations shall be inspected during the course of construction by the City Engineer or a duly designated deputy.
   (B)   During the course of construction of the improvements, the subdivider shall be required to notify the Engineer 48 hours before each of the following operations in order that the Engineer or a duly designated deputy may make required inspections:
      (1)   Before base material is deposited in place for inspection of all street subgrades;
      (2)   Before bituminous topping is placed on the base material, for inspection of the base construction;
      (3)   Before any backfilling operations whatsoever following the installation of water, sanitary or storm sewers or any other underground public improvements.
   (C)   The subdivider shall pay the cost of all inspection upon being billed by the city. The fee shall be established from time to time by the City Council.
