These regulations are adopted pursuant to Illinois Municipal Code, Article 11, Division 12, as amended, for the following purposes.
(A) To insure sound, harmonious subdivision development and community growth and to safeguard the interests of the subdivider, the investor and the city.
(B) To provide pedestrian and vehicular access, water, sewerage and draining systems and other improvements and facilities sufficient to serve the proposed subdivision.
(C) To establish reasonable design and construction standards in order to further the orderly and safe use of land.
(D) To provide common grounds of understanding and a sound working relationship between the city and the developer.
(E) To protect and provide for the public health, safety and general welfare.
