The owner, lessor, trustee or legally responsible party who is deemed to be in violation of this chapter by the Plan Commission may on his or her own behalf or anyone on his or her behalf may request in writing to the Commission, to be present before the Commission, with his or her attorney, architect, contractor or other person he or she may choose to have and ask for a rehearing by the Commission.
