§ 152.30  POWERS OF CITY COUNCIL RELATIVE TO DESIGNATED AREA.
   The City Council, by resolution of a majority of the Council present at any regular or special meeting shall have authority:
   (A)   To make leases and subleases either as lessee or lessor of any property, for the periods and upon the terms as the City Council shall deem appropriate;
   (B)   To induce by contract or other consideration, the creation of covenants or restrictions binding the land;
   (C)   To acquire by eminent domain or by other contract or conveyance of all or any part of or interest in property so designated, and the reconstruction, operation or transfer by the city of any property subject to any conditions reasonable and appropriate to carry out the purpose of this chapter;
   (D)   To exercise appropriate and reasonable control of the use or appearance of adjacent and immediate surrounding private property within public view;
   (E)   To acquire by eminent domain or by other contract or conveyance of immediate surrounding private property, or any part thereof or interest therein, the alteration or clearance of which is important for the proper preservation, reconstruction or use of the designated property;
   (F)   To cooperate, including the acceptance of gifts, contract and convey appropriate to the purpose of this chapter by and between the city and any other governing body or agency and by and between the city and nonprofit organizations which have as 1 of their objects the preservation or enhancement of buildings or areas of historic architectural or aesthetic interest.
