The application for a permit required by § 152.15 shall be submitted to the Plan Commission for action. The applicant or anyone on his or her behalf may, by so designating on his or her application, be present before the Commission with his or her attorney, architect, contractor or any other person he or she may choose to have. The Commission shall have the power to grant or deny the permit as submitted or as modified.
