§ 152.01  PURPOSE OF CHAPTER.
   In order to promote public welfare of the inhabitants of the city, through the protection, preservation and continued utilization of certain areas, buildings, places, structures and other objects having special historical, community, architectural and aesthetic interest or value, the City Council deems it necessary to designate certain areas, buildings, places, structures and other objects having a special historical, community, architectural and aesthetic interest and in connection therewith to provide special conditions, to impose regulations governing construction, alteration, demolition and use, and to adopt other additional measures appropriate for their preservation, protection, enhancement, rehabilitation, reconstruction, perpetuation or use, and the other additional measures as are provided by law.
