§ 150.33  INSPECTIONS.
   (A)   Compliance with ordinances. The Plumbing Inspector may make plumbing inspections to ascertain compliance with this code and shall have authority to investigate complaints involving plumbing.
   (B)   Specific inspections. The Plumbing Inspector or his or her authorized representative shall, after proper identification, inspect any and all plumbing work which occurs during the following: new construction and alterations amounting to major remodeling which shall be defined as the addition of rooms, baths or the rearrangements or enlargements thereof, but shall not include solely the replacement of appliances or fixtures. Whether the inspections are required by this subchapter shall be determined by the Plumbing Inspector at the time of application for a plumbing permit.
   (C)   Right of entry. The Plumbing Inspector or his or her authorized representative shall, after proper identification, have the right, subject to constitutional limitations, to enter any premises for the purpose of enforcing this code.
   (D)   Liability. The provisions of this code shall not be construed to affect the responsibility or liability of any party owning, operating, controlling or installing any plumbing fixture or system for damages to persons or property caused by any defect in the fixture, equipment, or system, nor shall the city or its employees be held to assume the liability by reason of the inspection or reinspection authorized herein or any certificate of approval issued as provided herein or by reason of the approval or disapproval of any fixture, equipment or system authorized herein.
