§ 150.31  ADOPTION BY REFERENCE.
   (A)   Code. The city, for the purpose of establishing rules and regulations to protect the public health, safety and welfare with respect to the construction, alteration, moving, removal, demolition, equipment, use, occupancy and maintenance of buildings and structures, adopts by reference and incorporates as fully as if set out at length herein, the minimum code of standards promulgated by the Illinois Department of Public Health in accordance with the Illinois Plumbing License Law (ILCS Chapter 225, Act 320, §§ 1 et seq.) and being on file with the Illinois Secretary of State’s Office.
   (B)   Jurisdictional authority. When the terms such as “municipality,” “name of jurisdiction,” “authority having jurisdiction,” “governmental unit,” and “administrative authority” are used in these code documents, the terms shall mean the City of Villa Grove, Douglas County, Illinois.
   (C) Enforcement responsibility. The Building Inspector, Zoning Administrator, and Plumbing Inspector are authorized to enforce and shall be responsible for the enforcement of this subchapter and its provisions.
