§ 150.05  REQUIREMENTS FOR FENCES.
   All fences newly-built, repaired or constructed as replacement of an existing fence shall adhere to the following:
   (A)   All fence construction must adhere to the visibility triangle rules as set forth in § 96.21 herein.
   (B)   Fences must be built no less than 2 feet (minimum) inside a property's boundary line so that said outer area can be maintained without trespass onto a neighboring property. Property owners should take appropriate measures to ascertain the exact boundary lines before beginning construction of a fence.
   (C)   Fences along the front boundary of a home shall be no higher than 4 feet above the ground.
   (D)   Privacy fences shall not extend beyond the front edge of the home, and cannot be higher than 6 feet above the ground.
   (E)   It shall be unlawful for any person within the city to place, maintain or keep a fence, railing or guard of any kind constructed of barbed wire, iron spikes or other sharp-pointed, metallic instruments. The provisions of this section shall not apply to barbed wire strands placed on top of another type of fence and no less than 7 feet above the ground.
   (F)   Homeowners shall be responsible for securing a fence permit application at the office of the City Clerk, along with payment of the permit fee as defined in § 150.17(B)(5).
   (G)   Signature of the Building Inspector (or Mayor if there is a vacancy of that office) on said application shall construed as the approval of and issuance of said permit. Construction shall not begin at any time prior to the executed fence permit being issued and received by the homeowner.
