No person in the city shall have in his or her possession except within his or her own domicile or residence, or carry or use, any bow made for the purpose of throwing or projecting missiles of any kind by any means. The foregoing prohibition shall not apply on the premises of the owner of the instrument or to a guest thereon under circumstances when the instrument can be fired, discharged or operated in a manner as not to endanger persons or property, and also in a manner as to prevent the projectile from traversing any grounds or space outside the limits or boundaries of the owner’s grounds or residence property.
