§ 131.04  POSTING BILLS WITHOUT PER- MISSION; DEFACING FENCES, TREES AND BUILDINGS PROHIBITED.
   It shall be unlawful to, without the consent of the owner or occupant of the premises, post, put up, stick or place any hand bill, placard, show bill or notice upon any building, fence or other property; or to cut up, mark, scratch, deface or otherwise injure any fence, gate or railing, tree or any part of any building.
