It shall be the responsibility of the Forester, with the assistance of the Board, to study, investigate, counsel, and develop a written plan for the care, preservation, pruning, planting, and shrubs in the defined streets and parks and public areas. This plan shall be enforced by the Forester and will be presented annually to the City Council. Upon their acceptance and approval, it shall constitute the official City Tree Policy of the city. The Board and Forester, when requested by the City Council, shall consider, investigate and make reports and recommendations upon any special matter or question falling within its scope.
