Any person desiring to cut any curbing or to construct any driveway as referred to in § 96.70 above shall apply for a driveway permit to the City Clerk in accordance with Chapter 110 of this code. The application shall state the place where the curb is to be cut, the manner in which the driveway is to be constructed, together with a plan thereof. There shall be no fee for a driveway permit.
