It shall be unlawful to construct or lay the pavement for any public sidewalk within the city without having first obtained a permit therefor. Applications for the permits shall be made in writing to the City Clerk in accordance with Chapter 110 of this code. The Clerk shall forward the application to the Director of Public Works or the City Building Inspector who is hereby authorized to issue a permit in accordance with the provisions of this subchapter and Chapter 110.
