It shall be unlawful to throw, place or deposit in any gutter or sewer any ashes, dirt, chips, trash or anything that might prevent water from flowing freely along or in the gutter, sewer or margin of any street or sidewalk, or that might prevent the ready flow or free drainage of any water from the center toward the margin thereof, or the drainage of any lot.
