§ 91.31  RABIES CONTROL; NOTIFICATION.
   (A)   The owner of any dog or other animal which exhibits clinical signs of rabies or which has bitten a person, whether or not the dog or other animal has been inoculated against rabies, shall immediately notify the Police Department, and shall promptly confine the dog or other animal, or have it confined, under suitable observation.  The Police Department shall immediately notify the appropriate county and state authorities and shall assist the authorities as appropriate.  Any dog or other animal in direct contact with the dog or other animal, whether or not the exposed dog or other animal has been inoculated against rabies, shall also be confined.
   (B)   It shall be unlawful for any person having knowledge that any person has been bitten by a dog or other animal to refuse to notify the Police Department promptly.  It shall be unlawful for the owner of the dog or other animal to euthanize, sell, give away or otherwise dispose of any dog or other animal known to have bitten a person, until it is released by the county authorities.
