Every owner of a dog 4 months or more of age shall cause the dog to be registered with the appropriate authorities of the county. Each dog so registered shall be provided by the owner with a suitable collar or harness to which the license tag for that dog shall be securely attached. Both collar or harness and license tag shall be worn by the dog at all times.
