§ 90.99  PENALTY.
   (A)   Any person violating any of the provisions of this chapter shall be fined not less than $100 nor more than $750 for each violation.
   (B)   Each day the violation is committed or permitted to continue shall constitute a separate offense and shall be punishable hereunder. 
   (C)   In addition to the penalty provided in division (A), the violator is also liable for payment to the city for its vehicle towing and impoundment expenses and, if the city causes a third party to tow and/or impound such vehicle, the violator must pay such towing and impoundment fees directly to the third-party provider to obtain the vehicle therefrom.
   (D)   The removal and disposal of any vehicle or object, and/or the payment by the violator or anyone on his or her behalf for the costs of towing or impoundment as required in division (C) hereof, shall be in addition to and separate from any fine imposed under the provision of division (A) hereof, and shall not be considered a recovery or penalty so as to bar enforcement of any penalty that may be applicable.
