§ 72.13  PARKING OF TRACTOR TRAILERS, SEMI TRAILERS, AND OTHER TRAILERS WITHIN THE CITY.
   (A)   Except for the purposes of loading and/or unloading in the city, it shall be unlawful and a violation of this section to park any semitrailer (cargo portion only) on any property in the city which is zoned R-1/I-Family Dwelling District, R-2/General Residence District, B-1/Limited Retail Business District, F-1/Flood Plain District or M-P/Mobile Home Park District, or upon any city street or alley or any other city property in the city.
   (B)   No trailer of any kind may be parked on a public roadway without being attached to a licensed operational motor vehicle and bearing current registration/license plate.
   (C)   Trailers which are not attached to a licensed operational vehicle may be parked on a public roadway if they are duly licensed and parked adjacent to a property where a building permit has been issued, are used for construction related to said issued permit, and so long as the trailer owner has applied for and secured a parking permit for same, verifying all for a period not to exceed 10 days with no more than 2 such permits being issued in any given 6-month period. Such permits may be revoked by order of the Mayor or Chief of Police if either determines that such a permit is inconvenient for the city and/or public and/or poses any public safety concern. There shall be an administrative fee of $5 for each such permit.
