§ 53.19  ADMINISTRATION OF REVENUES; WATER AND SEWER FUND.
   The City Treasurer shall receive all revenues from the sale of utilities provided by the Public Works Department and all other funds and moneys incident to the operation of the Department, as the same may be delivered to him or her, and deposit the same in a separate fund designated as the Water Fund and Sewer Fund of the city, and the Treasurer shall administer the funds in every respect in the manner provided by state statute. The Treasurer shall establish a proper system of accounts and shall keep proper books, records and accounts, in which complete and correct entries shall be made of all transactions relative to the waterworks and sewage utility systems, and at regular annual intervals the City Council shall cause to be made an audit, by an independent auditing concern, of the books to show the receipts and disbursements of the utility systems.
