(A) If an applicant for water/sanitary sewer services is indebted to the city for water services and/or sanitary sewer services previously provided by the city to said customer at any property, then no new service shall be provided unless and until said customer pays all delinquent charges and related expenses for all water and/or sanitary sewer services provided by the city to such customer.
(B) Such customer must also pay a $200 service deposit.
