If all charges and penalties for water and sewerage service, or either of them, are not paid within 16 days after the rendition of the bill for the service, then the service shall be discontinued without further notice, and shall not be reinstated until all past due bills and penalties due thereon are paid in full, together with payment of $50 made for reinstating the service during regular business hours or $100 for reinstating the service at any other time. In the event any person shall have the service discontinued for more than 2 times for reasons of nonpayment, the persons shall be required to make a service deposit in an amount equal to 3 times their average monthly billing for prior services before the service is reinstated.
