In the event the rates or charges for water and sewerage service, or either of them, including any penalty then due are not paid within 30 days after the rendition of the bill for the service, the charges and penalties shall be deemed and are hereby declared to be delinquent, and thereafter the delinquencies shall constitute liens upon the real estate for which the services are supplied, and the Office Manager is hereby authorized and directed to file upon statements showing the delinquencies in the office of the County Recorder of Deeds, and the filing of the statement shall be deemed notice for the payment of the charges and penalties for the services.
