The owner of the premises and the occupant thereof and the user of either water or sewerage service, or both water and sewerage service, shall be jointly and severally liable to pay for the service on the premises, and the service is furnished to the premises by the city only upon the condition that the owner of the premises, occupant and user of the service, are jointly and severally liable therefor to the city. Bills shall be rendered by the first day of each month as hereinabove stated and shall be payable by the tenth day of each month, then in such a case a penalty of 10% of the amount of the bill shall be added and become due.
